Методика определения уровня развития человеческого капитала и его дифференциация в регионах России // A Methodology for Determining the Level of Human Capital Development and its Differentiation in the Regions of Russia

Nowadays, the human capital is one of the key factors in the development of regions and countries. Man as the main productive force of economic growth and the principal consumer of the results of this growth is becoming the top goal and the main criterion of the economic growth quality. However, the distribution of the population, and hence the human capital, over the territory of the Russian Federation is non-uniform and subject to constant changes. The paper describes a methodology developed by the authors to assess the level of the human capital development in the regions of Russia based on the index approach. The analysis and assessments of the human capital development were carried out for whole Russia for the period of 2002-2015 and for the Russian Federation subjects for 2015. The regions were rated by the level of human capital development according to different scales, namely with and without account for the cost indices. Based on the research findings, it was concluded that the level of the human capital development is interrelated with the level of the social and economic development of the Russian regions. В настоящее время человеческий капитал выступает одним из ключевых факторов развития регионов и стран. Человек как главная производительная сила экономического роста и основной потребитель результатов этого роста становится высшей целью и главным критерием качества экономического роста. Однако распределение населения, и, как следствие, человеческого капитала, по территории Российской Федерации с одной стороны, крайне неоднородно, а с другой - подвержено постоянным изменениям. В статье представлена разработанная авторами методика оценки уровня развития человеческого капитала регионов России, основанная на индексном подходе. Проведен анализ и выполнены оценки уровня развития человеческого капитала для России в целом за период 2002-2015 гг. и для субъектов Российской Федерации за 2015 г. Построен рейтинг регионов по уровню развития человеческого капитала по различным шкалам: с учетом стоимостных показателей и без них. По результатам исследования сделаны выводы о связи уровня развития человеческого капитала и уровня социально-экономического развития регионов России
