Estimate of Modern Land Management System in the Russian Federation

Abstract

The features of regulatory and legal regulation of the land management system at the federal, regional and municipal levels are considered. It is noted that at the federal level, land resources are managed by the President of the Russian Federation, the Federal Assembly of the Russian Federation and the Government of the Russian Federation. The President of Russia signs decrees concerning the sphere of land relations, the Federal Assembly of the Russian Federation adopts laws in this area, and the Government of the Russian Federation is responsible for their implementation and coordination of the activities of various bodies in this area. At the regional level, land resources management in the Russian Federation is carried out by the legislative and executive bodies of state power of the subjects of the Russian Federation. In particular, on the territory of the Stavropol Territory the powers are exercised by the Government of Stavropol Territory in the format of general legal regulation, the Ministry of Agriculture of Stavropol Territory, the Ministry of Property Relations of Stavropol Territory, the Ministry of Natural Resources and Environmental Protection of Stavropol Territory, as well as state institutions subordinate to them. They are: State Public Institution Stavropol Territory Land Fund and State Budgetary Institution Directorate of Specially Protected Natural Territories of the Stavropol Territory. Appropriate structures were established at the municipal level to address local issues related to land resources. The functions of the executive authorities are considered. It is concluded that there is a certain specificity in the management of land resources at each level in the Russian Federation. It manifests itself in the field of management and in the division of powers between the legislative and executive authorities, different departments and structures. The existing problems are related to insufficient digitalization in the field of land monitoring, as well as the lack of efficiency in making effective management decisions at regional and municipal levels.
