Boosting Government Performance with Open Source Software? – A Roadmap for Germany (¿Impulsar el desempeño del estado con software de código abierto? - Plan de trabajo para Alemania)

Abstract

English abstract Governments face a considerable pressure from all directions: budget restrictions, citizens’ expectations, demographical trends, local competition from surrounding areas – to name just a few. EGovernment is regarded as an imminent tool to tackle many of these challenges. Obviously, IT itself is object of increasing complexity, constant change and financial implications. This paper outlines how the federal German government follows a strategic roadmap for eGovernment by shaping the objectives and goals for IT expansion. We discuss the role of open source software and how new approaches for software development can turn the ambitious aims into reality. Spanish abstract Los gobiernos se enfrentan a una gran presión desde todas las direcciones: las restricciones presupuestarias, las expectativas de los ciudadanos, las tendencias demográficas, la competencia local- por nombrar algunos. El gobierno electrónico es considerado una herramienta inminente para abordar muchos de estos problemas. Obviamente, las TIC son objetos de complejidad creciente, cambio constante e implicaciones financieras. Este documento describe cómo el gobierno federal alemán sigue una hoja de ruta estratégica para el gobierno electrónico dándole forma a los objetivos y metas para su expansión tecnológica. Se discute el papel del software libre y cómo los nuevos enfoques para el desarrollo de software pueden convertir estos ambiciosos objetivos en realidad.
