A Survey of Measures of Capacity Utilization (Mesures de l'utilisation des capacités de production) (Estudio de mediciones de utilización de la capacidad)

Abstract

A sampling of existing methods of measuring capacity utilization for an industry or an economy is described. These methods include several that are based on surveys of businesses and several that infer the utilization from available data on output, employment, capital stock, etc. Alternative methods of measurement do not necessarily employ the same concept of capacity utilization. This finding leads one to expect differences between alternative numerical measures of capacity utilization for a given industry or economy. Data based on alternative measures are presented and discussed for each of nine industrial countries. It is shown that not all differences in measures of capacity can be explained simply in terms of differences in underlying concepts and data construction. /// Cette étude décrit plusieurs méthodes utilisées pour évaluer l'utilisation de la capacité de production d'une branche d'activité ou d'une économie. Certaines de ces méthodes font appel à des enquêtes auprès des entreprises, d'autres estiment l'utilisation des capacités de production à partir des chiffres disponibles sur la production, l'emploi, le stock de capital, etc. Ces deux types de méthodes ne se réfèrent pas nécessairement au même concept d'utilisation de la capacité de production. Il faut donc s'attendre à obtenir des évaluations divergentes que ce soit pour l'utilisation de la capacité de production d'une branche ou d'une économie. Les résultats obtenus en appliquant les deux types de méthodes précédents au cas de neuf pays industrialisés sont présentés ici et commentés. Il ressort que tous les écarts d'évaluation de l'utilisation des capacités de production ne peuvent s'expliquer uniquement par les divergences des concepts de base ou des modes d'élaboration des données. /// Se describen algunos de los métodos que se pueden aplicar para medir la utilización de la capacidad de una industria o economía. Algunos de estos métodos se basan en encuestas de empresas y otros deducen la utilización a partir de datos disponibles sobre la producción, el empleo, la masa de capital, etc. Métodos diferentes de medición no emplean necesariamente el mismo concepto de utilización de la capacidad, en vista de lo cual pueden preverse diferencias entre distintas mediciones numéricas de la utilización de la capacidad de una determinada industria o economía. Se presentan y analizan datos sobre cada uno de nueve países industriales basados en diversos métodos posibles de medición. Se demuestra que no todas las diferencias de medición de la capacidad pueden explicarse simplemente en función de las diferencias de conceptos básicos o del modo de construcción de los datos.
