Leiharbeit: Funktionswandel einer flexiblen Beschäftigungsform

Abstract

Der Beitrag untersucht, welche Faktoren die Nutzung von Leiharbeit beeinflussen und liefert Hinweise zur Erklärung der starken Bedeutungszunahme dieser Beschäftigungsform. Die Ergebnisse der empirischen Analyse, die auf den vom WSI im Herbst 2007 durchgeführten Betriebsrätebefragungen basieren, untermauern die These, dass ein Wandel der personalstrategischen Funktionen von Leiharbeit die Nachfrage nach Leiharbeit steigert. Diese Beschäftigungsform dient offensichtlich nicht mehr vorrangig dazu, kurzfristige Einzelbedarfe zu überbrücken, sondern Betriebe nutzen Leiharbeit zum einen vermehrt, um Arbeitskräfte zu erproben und zu rekrutieren. Außerdem erweist sich Leiharbeit zunehmend als Instrument zum Aufbau einer flexiblen Randbelegschaft, um Stammbelegschaften zu ergänzen oder zu ersetzen.
