Abstract

In the contemporary world, collective goods are essential products emerging from the actions of administrative authorities (in partnership with other social and economistakeholders) being politically structured and legally regulated within the broad fields of public policies. Subject to the “logic of opportunity” (distinct and sometimes opposed to that of economy), collective goods are distributed according to the rules of the clientele model or of the formal one, depending on the quality of government and the level of development shown by democracy.
