Elemzési keret egy leendő államháztartási reform alapelveihez
[Analytical framework for deciding the underlying principles of future reform of the public-finance system]

Abstract

Míg a kilencvenes évtized egyik központi gazdaságpolitikai problémája az államháztartás rendszerének megreformálása volt, az elmúlt években mind az e téren hozott kormányzati lépések, mind a szakmai koncepcionális és metodikai viták tekintetében határozott lanyhulás tapasztalható költségvetési rendszerünk modernizálásában. A reformfolyamat megrekedése jelentős részben annak az alapvető elméleti, koncepcionális tisztázatlanságnak tulajdonítható, ami az állam szerepével, az állami szektor által ellátandó feladatok körével, a feladatellátás módjával és indokával kapcsolatban ma is fennáll. Homályos, definiálatlan célok esetén pedig nem meglepő, hogy nincsenek határozott irányokba mutató strukturális reformok. E cikk egy olyan általános elemzési keretet vázol fel, amelynek segítségével az államháztartás átalakításával kapcsolatban felmerülő kérdések rendszerezhetők, amely alapvető segítséget nyújthat az e kérdésekről való rendszerezett gondolkodáshoz. Négy nagy kérdéskört tárgyal: 1. a piac és az állam szerepmegosztása, 2. a demokratikus döntéshozatali folyamat közgazdasági következményei, 3. az állami feladatok ellátásának módozatai közti választás elvei, végül 4. az ösztönzés és ellenőrzés szerepe és jelentősége.
