Működőtőke-áramlások, befektetői motivációk és befektetésösztönzés a világgazdaságban és Magyarországon
[Flows of operating capital, investor motives and investment incentives in the world economy and Hungary]

Abstract

A nyolcvanas évek végétől Magyarország a külföldi működőtőkére alapozott modernizáció útjára lépett. 1999 végéig összességében közel 20 milliárd dollár működőtőke érkezett az országba. Ez a volumen a közép- és kelet-európai átalakuló régióban abszolút értékben is kiemelkedőnek tekinthető, egy főre számítva pedig egyértelműen a legmagasabb. Az elmúlt tíz évben Magyarország hatékony és autonóm befektetésösztönzési rendszert alkalmazott/alkalmazhatott, amelyben az általános kedvező befektetési klímán kívül jelentős szerepük volt a különböző kedvezményeknek és a privatizációnak. A kilencvenes évtized utolsó éveire Magyarországon lezárult a tőkebevonás első szakasza, s több szempontból is új időszak kezdődött, amikor a befektetésösztönzési rendszernek új feltételeknek és követelményeknek WTO-, OECD-tagság, EU-csatlakozás kell megfelelnie. A cikk a nemzetközi működőtőkeáramlás jellegzetességeinek és a befektetésösztönzés különböző rendszereinek bemutatása után felvázolja a magyarországi sajátosságokat, s javaslatokat tesz a jövőben követhető ösztönzési rendszerre.
