Abstract
This article presents research findings that identify funding sources from the National Policy for Regional Development (NPRD) to fund Research, Development, and Innovation (R&DI) activities in the North, Northeast, and Central-West regions of Brazil, as part of the open data public policy. The funding sources are financial contributions linked to the Regional Development Funds (RDF) known as the Amazon Development Fund (ADF), the Northeast Development Fund (NEDF), and the Central-West Development Fund (CWDF). The contributions are deposited in accounts represented by accounting funds and financial funds held in the National Treasury’s Single Account and in the financial institutions managing the respective funds in the context of public finances. The NPRD is composed of strategic axes associated with Project BRA/20/008, which identifies the R&DI activities to be funded. The research’s motivation lies in the need to investigate whether the NPRD’s strategic axes converge with the commitments of Project BRA/20/008 and whether both converge with the targets proposed by the SDGs. The objective is to estimate the volume of financial resources contributed per RDF using a qualitative approach and a deterministic positivist analytical model. The results provide robust evidence that the estimated sources are stored in the National Treasury’s single account and in the financial institutions managing the RDFs, without being used for their intended purposes and without being shared with the public open data policy.
