Abstract
The quality of personnel is one of the key competitive advantages of modern enterprises. Today in Ukraine there is a shortage of personnel of adequate quality and qualification, while staff turnover is increasing in all sectors of the economy. The purpose of the article is to determine the synergistic influence of a number of crisis phenomena on the personnel development of domestic enterprises, as well as the development of new indicators for diagnosis of personnel potential. The problems of the functioning and future development of the labor market in Ukraine, caused by the synergistic influence of several crises - economic, demographic and political, were revealed. The existing imbalance of demand and labor supply has been identified; the dynamics of birth rate in Ukraine since 1990 and the movement of personnel of economic entities by types of economic activity have been conducted. It was revealed that the situation in Ukraine is a result of synergistic negative effects of several crises: economic, political and demographic. It was proved that the leadership of absolutely all domestic business entities should take into account the current state of personnel potential of Ukraine and the shortage of professionals and, accordingly, carry out their actions and develop strategies for further development. The analytical tools of estimation of imbalance in the labor market were proposed, that include: the index of the personnel potential of the enterprise, the coefficient of age of staff and the indicator of labor shortages. The application of these indicators to assess the personnel problems of business entities will allow for appropriate diagnostics and construction of a set of measures to eliminate negative phenomena, develop and improve personnel policy, as well as further successful development of economic entities, taking into account the current market conditions.
