В январе–октябре 2013 г. организациями всех форм собственности построено 566,8 тыс. квартир площадью 45,4 млн кв.м, что составило 113,3% к соответствующему периоду 2012 г. Соотношение между ценой жилья и доходами населения в 2013 г. свидетельствует об увеличении доступности жи¬лья как на первичном, так и на вторичном рынках. Средневзвешенная ставка по выданным в течение месяца ИЖК в рублях снизилась с 12,9% в марте 2013 г. до 12,3% на 1 ноября 2013 г. Задолженность по ИЖК в долях ВВП увеличилась на 1 октября 2012 г. до 4,89%, что на 2,3 п.п. превышает наибольшее предкризисное значение 2008 г.
