The Effect of Artificial Intelligence on The Estimated of Turkey’s Budget Deficits From the View of Public Administration

Abstract

Teknolojik ilerleme ve dijitalleşme, birçok alanda ciddi dönüşümlere yol açmıştır. Bu dönüşümler kamu yönetim anlayışını da etkilemiş ve bu alandaki araştırmalara yeni boyut kazandırmıştır. Bu kapsamda, en temel kamu yönetimi uygulamalarından biri olan bütçeleme ve bütçe açıkları ile dijitalleşmenin ve yapay zekanın etkileşimi, bu çalışmanın inceleme alanını oluşturmaktadır.Bütçe dengesinin sağlanması ülkeler açısından en önemli makroekonomik hedeflerin başında gelmektedir. Bütçe açıkları üzerinde özellikle yüksek enflasyon, dış ödeme güçlükleri, tasarruf oranlarının yetersizliği ve kamu borçlarındaki artışlar gibi faktörlerin etkili olduğu ifade edilmektedir. Bu çerçevede, mali disiplinin sağlanması sürdürülebilir bir ekonomik büyümenin gerçekleştirilmesi açısından zorunlu bir koşul olarak değerlendirilmektedir.Bu çalışmada Türkiye’de bütçe açıkları literatürde kullanılan yöntemlerden farklı olarak, yapay zekanın alt dallarından biri olan bulanık sinir ağları yöntemi ile test edilecektir. Bu çerçevede 1980-2019 dönemi için bütçe açıklarını etkiyen faktörler kullanılarak bütçe dengesi tahmin edilecek ve bu tahminde Bulanık Sinir Ağları yönteminin geçerliliği araştırılacaktır.
