Il ruolo della telemedicina nella gestione delle liste di attesa e nell?ampliare l?accesso a prestazioni di specialistica ambulatoriale. L?esperienza nella Regione Veneto

Abstract

La pandemia da Covid-19 ha rappresentato un periodo di forte criticit? per gli assetti sanitari, consentendo tuttavia di dare nuova spinta verso la digitalizzazione dei servizi e l?adozione di nuove modalit? erogative in sanit?, tra cui la telemedicina. Il presente contributo va a esplorare l?esperienza dell?implementazione della telemedicina all?interno della Regione del Veneto, approfondendo in particolare il ruolo che essa ha ricoperto nella gestione delle prestazioni di specialistica ambulatoriale arretrate a causa dell?emergenza pandemica che ha causato la sospensione dell?attivit? ordinaria a favore dell?assistenza a pazienti affetti da SARS-CoV2. Oltre all?ipotesi che la telemedicina possa rappresentare un valido strumento per smaltire le liste di attesa, si vuole andare ad approfondire la sua potenzialit? nell?ampliare l?accesso alle prestazioni di specialistica ambulatoriale. Essa si presenta come uno strumento per garantire equit? nell?offerta dei servizi specialistici per gli utenti delle Aziende Sanitarie, specialmente se residenti in territori disagevoli, con infrastrutture limitate per il raggiungimento dei presidi e con difficolt? nella mobilit?. Tramite analisi di volumi, branche mediche e tipologie di prestazioni effettuate a partire dal periodo pandemico viene esplorato quali servizi di specialistica ambulatoriale possano presentare maggiore affinit? con la modalit? della telemedicina. Inoltre, sono prese in considerazione caratteristiche dei territori di riferimento e dell?utenza che ha beneficiato di prestazioni di telemedicina, nell?ottica di integrare questi elementi nella pianificazione di servizi maggiormente efficaci e coerenti con le istanze di salute dei cittadini, orientandosi verso un approccio value-based.
