Equit? territoriale e capacit? di risposta socio-sanitaria in Veneto

Abstract

Il saggio rielabora e discute i risultati di una ricerca su fragilit?, vulnerabilit? e capacit? di risposta dei sistemi sociosanitari locali in Veneto. L?equit? territoriale ? letta come capacit? di trasformare dotazioni e risorse in accesso, continuit? dei percorsi e integrazione tra sanitario e sociale, non come semplice uniformit? di risorse. L?analisi si fonda su sei dimensioni (domanda, strutture, personale, risorse, attivit?, performance) che descrivono il passaggio dal bisogno alla risposta dei servizi e si concentra su quattro ambiti rilevanti: anziani non autosufficienti e in condizione di solitudine, disagio giovanile e Neet, salute mentale, vulnerabilit? familiare. I profili provinciali costruiti a partire da indicatori normalizzati e sintetici sono integrati da un?analisi qualitativa dei Piani di Zona (PdZ) 20232025, al fine di interpretare i meccanismi organizzativi e di governance. Dall?analisi emergono disallineamenti tra input e output: maggiori risorse economiche non implicano automaticamente attivit? o performance superiori, mentre integrazione e capacit? amministrativa possono sostenere risultati favorevoli pur in presenza di vincoli. Il lavoro si conclude con indicazioni per un riparto pi? sensibile ai bisogni e per un monitoraggio centrato sulla capacit? di risposta effettiva, in una fase in cui la sanit? territoriale ? investita da riforme organizzative e da una crescente domanda di prossimit?
