Welfare contrattuale e sanit? integrativa: Una prospettiva di relazioni industriali

Abstract

Il presente studio ha l?obiettivo di indagare le principali tendenze di sviluppo delle politiche di assistenza sanitaria integrativa nell?ambito della contrattazione collettiva. L?analisi viene compiuta su una selezione di 58 Contratti Collettivi Nazionali, focalizzando l?attenzione sulle specifiche previsioni sulla materia, al fine di verificare, da un lato, se vi siano dei "modelli" contrattual-collettivi di sviluppo dei Fondi sanitari, dall?altro lato, quali siano le principali misure garantite dagli stessi enti. Le prime evidenze emerse dai casi analizzati mostrano, in primo luogo, un processo di graduale accentramento delle risorse verso i grandi Fondi settoriali e intersettoriali promossi a livello nazionale. Sul piano delle prestazioni, invece, si nota come i Fondi operino principalmente nell?ambito di aree sanitarie gi? presidiate dal Servizio Sanitario Nazionale, piuttosto che con un fine realmente integrativo delle prestazioni pubbliche.
