De cadenas globales de valor a políticas orientadas por misiones: el eslabón perdido en la planificación industrial del litio en Argentina

Abstract

This paper discusses the contributions made by theoretical frameworks such as global value chain (GVC) theory and mission-oriented policy (MOP) to analyze the state of lithium-related activities in Argentina and provide guidance for the national industrialization of this resource. It is argued that while these frameworks offer theoretical tools to identify the limitations and barriers to state planning of this industry, Argentina’s regulatory, institutional, and structural characteristics may pose challenges to implementing their guidelines. In response, we argue the need for a policy strategy that emphasizes greater state centrality with a more vertical and selective approach, while still adhering to the systemic, multidisciplinary, and multi-focused approach proposed by mop literature. Thus, we suggest that the concepts of strategic production and innovation systems could provide useful analytical tools for planning the industrial development of lithium in the country.
