Abstract

Introducción. La elección del cuadro tarifario es un grado de libertad que tienen las empresas públicas y distintos tipos de cuadros tarifarios tienen distintas implicaciones en cuanto a los objetivos de eficiencia, equidad y financiamiento. La fijación, en las empresas de servicios públicos, de precios iguales a los costos marginales, fue postulada desde los tiempos de Hotelling(1938) como el sistema de precios que permitiria alcanzar la asignación eficiente de los recursos; por ese entonces era clara la esencia del principio: los productores fijan precios para sus productos de modo tal que cada consumidor pueda comprar todos los bienes pagando sus respectivos costos marginales, sin considerar si los ingresos por ventas cubren o no los costos totales...
