Abstract

El artículo examina el desarrollo histórico y conceptual del diálogo sobre pérdidas y daños asociados al cambio climático. A pesar de su inclusión en el Acuerdo de París y la creación del Mecanismo Internacional de Varsovia, la falta de una definición dentro de la Convención Marco de las Naciones Unidas sobre el Cambio Climático (CMNUCC) ha generado desafíos operacionales y políticos. Las diversas conceptualizaciones existentes, que abarcan adaptación y mitigación, gestión de riesgos, límites a la adaptación y perspectivas existenciales, reflejan la complejidad del concepto. El artículo discute la importancia de resolver las ambigüedades relacionadas con su definición y desarrollar un marco unificado es crucial para una resiliencia climática duradera y sostenible. Subraya además la importancia de los instrumentos financieros innovadores para aumentar los recursos disponibles para hacer frente a las pérdidas y daños relacionados con los impactos del cambio climático y promover la justicia climática. Mediante sus mecanismos de cooperación, regiones como Euskadi pueden contribuir a estos esfuerzos mediante intervenciones inclusivas y equitativas.
