Abstract

This work highlights the importance of social protection of Long Term Care. It analyses the nature, development, impacts and limitations of LTC European systems. The development of the Spanish LTC system (Sistema para la Autonomía y Atención a la Dependencia, SAAD) over ten years (2009-2018) is then analyzed, taking into account its governance system, the structure of benefits and its financial sustainability. This paper concludes highlighting the future challenges of SAAD based on a model centered on the dependent at improving protective action with particular focus on home and community care and, last but not least, committed to reducing territorial imbalances.
