Marcos de apoyo en la propuesta de directiva de renovables

Abstract

The main goal of the new Directive on the promotion of the use of energy from renewable sources (RES Directive) is to reach a 20% of final energy consumption across EU form renewable sources. This target was distributed among Member States attending to GDP criteria instead of resource potential, which was the origin for a need of a flexibility mechanism, which allowed countries, facing difficulties to reach their renewable targets, to buy guarantees of origin (GO) to other Member States. This article shows that GOs trade system, more efficient theoretically, jeopardize national support schemes, especially those based on feed-in-tariffs, which have been effective and efficient for reaching renewable objectives across Member States. As the RES Directive processing advances, thank to some Member States proposals, was reached equilibrium between flexibility mechanism and national support schemes are considered essential to deploy renewable energy sources.
