Evaluación de los sistemas alternativos público-privados para la financiación de infraestructuras

Abstract

We will here analyse the different private financing proposals for public works that have arisen in the last years. The conclusion states that almost none can be considered as a ‘private’ financing proposal as, at the end, the Civil Service is the one in charge of the payment by means of its respective budgetary consignments. The only achievement of the wrong ‘private’ denomination is to delay the budgetary and accountancy acknowledgement of that financing and to disguise the indebtedness caused. That is why we consider the following denomination to be more suitable: work postponement or instalment payment systems in different tax years.
