Abstract

This paper examines the status of reform in network industries with an emphasis on a number of issues which are at the core of the current debate on regulatory reform. Issues covered in this survey include the origins and scope of regulatory reform in network industries, empirical evidence on performance, vertical and horizontal restructuring, regulation of access and prices and political economy issues.
