Gestión de la administración pública: notas sobre la experiencia y propuesta de innovación

Abstract

Considering the accumulated experience of the past years, the author argues that we are in presence of some changes that have not been accompanied by the corresponding administrative transformations. The problem created in the administrative organization by this absence of adequacy to the deep changes happened in the West-European society is one of the basic reasons that produce inefficiency in our Public Administration. The challenge, for 1993 and the millenium, for the different Public Administrations of the State is to face this deficit and to start a process of modernization. The dimension of Basque Country allows a more rational organization of the administrative structures in order to provide the services more efficiently. Finally, the author, considering the welfare-state evolution, raises the necessity of providing a strategic role to the Administration within the processes of redefinition of the economic space in which we are immersed nowadays.
