Admission based on residential address, academic achievement, and welfare

Abstract

Admission into public high schools in Türkiye was exam-based before 2018. The new policy is that the top 10% of students will continue to be placed in the best schools based on exam scores, while the remaining students will be assigned to other schools based on residential addresses. The reform raised concerns about educational inequality since the average public school quality and average income are positively correlated across municipalities. We use a general equilibrium political economy model of education to quantitatively analyze the reform. A computational experiment imply that mean achievement, variance of achievement, and aggregate household welfare decrease following the reform.
