Staatskonsum stabilisiert die Wirtschaft kurzfristig, Steuersenkungen wirken stärker, aber verzögert

Abstract

Die Reform der Schuldenbremse und das Sondervermögen für Infrastruktur und Klimaneutralität haben die fiskalischen Handlungsspielräume Deutschlands deutlich erweitert. Der damit verbundene finanzpolitische Kurswechsel eröffnet nicht nur Möglichkeiten für zusätzliche öffentliche Investitionen: Die neuen Mittel können auch für mehr Staatskonsum genutzt werden. Zugleich hat die Bundesregierung mit steuerlichen Entlastungen für Unternehmen und private Haushalte auch einnahmenseitige Impulse gesetzt. Da die unterschiedlichen Instrumente um denselben begrenzten fiskalischen Spielraum konkurrieren, stellt sich die Frage, mit welchem Ansatz ein zusätzlicher Euro die größte Wirkung auf die Gesamtwirtschaft erzielt. Die vorliegende Studie kommt zu dem Ergebnis, dass ein zusätzlicher Euro Staatskonsum die Wirtschaftsleistung kurzfristig um etwa einen Euro erhöht. Die Wirkung entfaltet sich rasch und erreicht ihr Maximum von 1,10 Euro innerhalb eines Jahres. Steueränderungen haben dagegen stärkere, aber zeitlich verzögerte Effekte: Eine Steuersenkung um einen Euro lässt die Wirtschaftsleistung mittelfristig um rund 1,80 Euro steigen, wobei die maximale Wirkung erst nach etwa zwei Jahren erzielt wird. Die Analyse legt nahe, dass Staatskonsum die Konjunktur kurzfristig stabilisieren kann, während Steuerentlastungen längerfristig größere gesamtwirtschaftliche Impulse entfalten können. Für die Nutzung der neuen fiskalischen Spielräume ist daher nicht nur das Volumen entscheidend, sondern auch, wie die Maßnahmen ausgestaltet werden.
