Welcher Zusammenhang besteht zwischen öffentlichen und privaten Investitionen?

Abstract

The more that firms invest, the better the economy develops—but despite favorable financing conditions, businesses in Germany and the euro area have been rather reluctant to invest in new capacities. This might be due to the relatively weak public investment, which raises the question of how close the link between public and private investment actually is. This study investigates this relationship by employing a stock-flow approach that extends the frequently used regressions between the investment flows. The relationship between the public and private capital stocks is longstanding, and can actually improve short run businesses’ investment dynamics. Therefore, low public investment has weakened private investment and thus economic growth in the euro area. Die Investitionstätigkeit der Unternehmen ist ein Motor der wirtschaftlichen Entwicklung. Trotz günstiger Finanzierungsbedingungen hielten sich die Firmen in den vergangenen Jahren in Deutschland und im Euroraum aber weitgehend zurück, wenn es darum ging, in ihre Produktionsanlagen zu investieren. Dies könnte auch an einer verhältnismäßig schwachen öffentlichen Investitionstätigkeit liegen. Inwieweit besteht ein solcher Zusammenhang zwischen öffentlichen und privaten Investitionen? Für diesen Bericht wurde im Gegensatz zur sonst üblichen Vorgehensweise ein sogenanntes Strom-Bestands-Modell herangezogen, in das nicht nur die Investitionen, sondern auch die Kapitalbestände der beiden Sektoren Privatwirtschaft und Staat einfließen. Da zwischen den Kapitalbeständen ein langfristiger Zusammenhang besteht, kann das Investitionsverhalten der Unternehmen so besser erklärt werden. Es zeigt sich, dass eine geringe staatliche Investitionstätigkeit die privaten Investitionen schwächt und damit auch das wirtschaftliche Wachstum.
