Unternehmensgründungen nehmen zu, wenn die Konjunktur abflaut

Abstract

Do economic recessions and high unemployment lead to more business start-ups or are people more likely to become self-employed in periods of economic prosperity? Our analysis for Germany reveals that the cyclical component of real GDP has a negative effect on start-up activities. Moreover, the level of unemployment has a stronger influence on start-up rates: high unemployment rates are accompanied by a relatively high number of business foundations, while in periods of low unemployment, startup activities appear to be particularly weak. Overall, the analysis provides evidence that new business formation is counter-cyclical to economic development. Führen wirtschaftliche Rezessionen und hohe Arbeitslosigkeit zu mehr Gründungen oder machen sich Menschen eher in Phasen wirtschaftlicher Prosperität selbständig? In jüngerer Zeit hatte eine Unterauslastung der volkswirtschaftlichen Kapazitäten eher stimulierende, ein Konjunkturaufschwung dagegen tendenziell dämpfende Effekte auf die Gründungsaktivitäten. Einen noch stärkeren Einfluss hat das Niveau der Arbeitslosigkeit: Eine hohe Arbeitslosenquote geht einher mit relativ vielen Gründungen; in Phasen niedriger Arbeitslosigkeit ist das Gründungsgeschehen besonders schwach. Insgesamt geben die Analysen klare Hinweise darauf, dass sich Veränderungen bei den Gründungsaktivitäten entgegengesetzt zur konjunkturellen Entwicklung vollziehen.
