Internationale Finanzkrise erhöht Reformdruck im Bankensektor

Abstract

Der deutsche Bankensektor ist im Umbruch. Von den Folgen der internationalen Finanzkrise, die ihren Ausgang auf dem US-Immobilienmarkt genommen hat, geht ein erheblicher Druck zu Reformen aus, weil gerade in solchen Situationen die besonderen Baustellen der nationalen Bankensysteme sichtbar werden. So trat in Deutschland die verschärfte Situation einzelner Landesbanken offen zu Tage. Lange Zeit wurden die prominenten Problemfälle durch das Bankensystem selbst aufgefangen - dies ist eindeutig eine der Stärken der deutschen Systems, das sich insgesamt zunächst als belastbar erwiesen hat. Inzwischen sind aber auch staatliche Bürgschaften notwendig geworden. Allerdings wird zunehmend deutlich, dass die Gefahr einer tief greifenden Bankenkrise, die weit über die vielfach attestierte kurzfristige Liquiditätskrise hinaus gehen könnte und erhebliche gesamtwirtschaftliche Folgen hätte, in Deutschland längst noch nicht überwunden ist. Dabei stellen sich auch Fragen der Bankenaufsicht und Regulierung. Gerade erst haben sich Deutsche Bundesbank und die Bundesaufsichtsbehörde für Finanzdienstleistungen auf eine klare Arbeitsteilung verständigt. Nicht zuletzt angesichts der zunehmenden Globalisierung des Finanzmarktes sollte ein Konzept vorhanden sein, um eventuelle zukünftige krisenhafte Entwicklungen möglichst früh zu erkennen und ihnen entgegentreten zu können. Hierzu stellt das DIW Berlin ein Fünf-Punkte-Programm vor.
