Mindestlöhne kosten Arbeitsplätze: Jobverluste vor allem bei Geringverdienern

Abstract

Eine aktuelle Studie des DIW Berlin untersucht die zu erwartenden Effekte auf die Beschäftigungsnachfrage eines bundesweiten Mindestlohns von 7,50 Euro. Da seine Einführung mit einem erheblichen Anstieg der Bruttolöhne im unteren Bereich der Lohnverteilung verbunden wäre, besteht die Gefahr erheblicher negativer Beschäftigungswirkungen bei den Geringverdienern. Schätzungen auf Basis empirisch ermittelter Elastizitäten der Arbeitsnachfrage - differenziert nach Qualifikation, Geschlecht und Region - zeigen, dass ein gesetzlicher Mindestlohn mit erheblichen Beschäftigungsverlusten verbunden wäre. Je nach angenommener Reaktion der Güternachfrage auf die mit einem Mindestlohn verbundenen Kostensteigerungen würden zwischen 70 000 und 260 000 Arbeitsplätze verloren gehen. Besonders betroffen wären geringfügig Beschäftigte. Auch die von der Regierungskoalition jüngst geplante Ausweitung der Mindestlöhne auf weitere Branchen wäre je nach konkreter Ausgestaltung mit deutlichen Beschäftigungsverlusten verbunden.
