Sozialpartnerschaftlich gestaltete Altersversorgung

Abstract

Der Beitrag befasst sich mit dem Problem der Alterssicherung vor dem Hintergrund der demographischen Entwicklung. Zunächst wird auf die Bedeutung der gesetzlichen Rentenversicherung (GRV) und Möglichkeiten ihrer Stabilisierung hingewiesen. Um eine lebensstandardsichernde und auskömmliche Rente zu gewährleisten, kommt der betrieblichen Altersversorgung (bAV) allerdings eine wachsende Bedeutung zu. Es wird argumentiert, dass hier die kapitalgedeckte Finanzierung sinnvoll ist, während es in der GRV bei der Umlagefinanzierung bleiben muss. Im Weiteren wird auf die durch das Betriebsrentenstärkungsgesetz 2018 ermöglichten Sozialpartnermodelle (SPM) eingegangen. In deren Rahmen wurde in der bAV eine vierte Zusageart, die reine Beitragszusage, ermöglicht. Nach einer Darlegung der Systematik von SPM und ersten Erfahrungen mit diesen Modellen werden abschließend einige noch bestehende Probleme hinsichtlich der gewünschten Verbreiterung von SPM diskutiert.
