Abstract

The main purpose of the German long-term care insurance was — and still is — to contribute to an adequate supply with and a good quality of long-term care services for older people — regardless of their individual family situation and in the light of demographic and societal changes. When seeking to preliminarily assess the benefits 20 years after the introduction of the statutory long-term care insurance, opinions tend to differ. From some people’s point of view the long-term care insurance is a success story for people in need of care, their families and nursing as a profession. Others consider the capped benefits of the long-term care insurance as insufficient and the quality and working conditions as inadequate. This article therefore aims to describe the current “myths” in German long-term care politics, critically assess them and contrast them with empirical facts that allow for a fact-based appraisal of the various options for statutory long-term care insurance reform.
