Der Fall Opel: eine Gratwanderung zwischen industriepolitischem Interventionismus und ordnungspolitischer Gradlinigkeit

Abstract

Ende 2008 bestand die Gefahr, dass der Opel-Mutterkonzern General Motors aufgrund eigener finanzieller Schwierigkeiten kurzfristig keine Zahlungen mehr an Opel würde leisten können. Ohne eigenen Zugang zum Kapitalmarkt konnten dadurch für Opel schwerwiegende Liquiditätsprobleme auftreten, die die Stabilität des Unternehmens und damit zahlreiche Arbeitsplätze in Deutschland gefährdeten. Die Bundesregierung prüfte in dieser Ausgangslage zunächst, ob der drohenden Liquiditätsklemme mit einer staatlichen Bürgschaft entgegen gewirkt werden konnte. Davon ausgehend entwickelte sich ein 18 Monate dauernder Verhandlungsprozess um die Rettung und Restrukturierung des Opel-Konzerns. Sein Verlauf und seine wesentlichen Elemente werden in diesem Beitrag aus Sicht des Leiters der Opel-Task-Force der Bundesregierung, Jochen Homann, dargestellt. Dabei wird deutlich, dass der klare ordnungspolitische Kurs der Bundesregierung und schließlich der Verzicht auf staatliche Hilfen richtig waren. Auch zukünftig sollten ordnungspolitische Gradlinigkeit und Standfestigkeit die wichtigste Richtschnur politischer Entscheidungen sein.
