Kombilöhne: Stand und Perspektiven

Abstract

Mit verschiedenen regionalen und nationalen Zuschüssen an Arbeitnehmer (Kombilöhne) sollen in den letzten Jahren verstärkt Personen mit geringem Verdienstpotenzial zur Aufnahme oder Ausübung einer Beschäftigung motiviert werden. Zu den Zielgruppen gehören je nach Förderkonzept insbesondere Langzeitarbeitslose, Sozialhilfeempfänger und/oder gering Qualifizierte. Tatsächlich werden Kombilöhne oftmals von allein Erziehenden in Anspruch genommen. Insgesamt ist die Inanspruchnahme gemessen an den arbeitsmarktpolitischen Problemen bisher gering. Über Mitnahmeeffekte liegen noch keine gesicherten Erkenntnisse vor. Ein empirischer Beleg, dass ein Kombilohn in Deutschland zu einem nennenswerten Aufbau von Beschäftigung führt, konnte noch nicht erbracht werden. Die intensive Nutzung bestehender regionaler Spielräume für die Erprobung von Kombilöhnen möglichst unterschiedlicher Ausgestaltung erscheint nach wie vor zweckmäßig.
