Разходи И Качество На Училищното Образование В Ес И България - Сравнителен Анализ

Abstract

В разработката се изследват въпросите, свързани със структурата, финансирането и качеството на училищното образование в ЕС и България. Образованието се интерпретира като процес на усвояване на знания, развитие на умения и формиране на компетентности, от една страна, и като дейност, която включва както обучението и възпитанието, така и социализацията на подрастващите. Търсят се причините за незадоволителното представяне на българските ученици при международни сравнения. За тази цел се обобщават особеностите на финансиране на услугата в България и се анализират основни показатели, характеризиращи разходите за основно и средно образование в ЕС. В сравнителен план се коментират абсолютният размер на средствата, относителният им дял спрямо БВП, съотношението ученици/учители и педагогически персонал, броят преподаватели и броят завършили обучение лица. Отстоява се виждането, че утвърждаването на училищата като центрове за подготовка на висококвалифицирани, мотивирани и конкурентоспособни професионалисти в значителна степен зависи от начина на изразходване на ресурсите и от възможностите за персонализация на учебния процес.
