Abstract
Die industriellen Beziehungen in Deutschland zeichnen sich durch unterschiedliche Kooperations- und Konfliktmuster zwischen den Branchen aus, wofür insbesondere die Aufstellung der Arbeitgeberverbände (AGV) eine entscheidende Rolle spielt. In der Vergangenheit hat sich die Sozialpartnerschaft als günstige Voraussetzung für einen sozialverträglichen Umgang mit Krisen und Strukturwandel erwiesen. In der sozial-ökologischen Transformation sind AGV herausgefordert, weil Unternehmen unterschiedlich von unsicheren Energiepreisen und der Notwendigkeit einer Anpassung von Produktionsverfahren oder Geschäftsmodellen betroffen sind. Diese heterogene Ausgangslage erschwert eine gebündelte Interessenvertretung, was die Debatten um den Industriestrompreis beispielhaft zeigen. Hinzu kommt eine geschwächte Handlungsfähigkeit von AGV durch OT-Mitgliedschaften und Verbandsabstinenz von Unternehmen. Die sozial-ökologische Transformation birgt damit die Gefahr, dass die unterschiedlichen Welten der Arbeitsbeziehungen weiter auseinanderdriften. In sozial- und konfliktpartnerschaftlichen Branchen kann die gemeinsame Bewältigung der Transformation das Verhältnisses zwischen AGV und Gewerkschaften vitalisieren, während konfliktgeprägte Sektoren aufgrund organisatorischer Defizite und struktureller Überforderung weiter abgehängt werden. Trans-Abstract: Industrial relations in Germany are characterized by different patterns of cooperation and conflict across sectors, with the positioning of the employers’ associations (AGV) playing a crucial role. In the past, social partnership has proven to be a favorable condition for handling crises and structural change in a socially responsible manner. In the socio-ecological transformation, AGV face challenges as companies vary in their exposure to uncertain energy prices and the need to adjust production processes or business models. The heterogeneous landscape complicates unified representation of interests, exemplified by debates on the industrial electricity price. Additionally, AGV’s effectiveness is weakened by OT-memberships and companies abstaining from association memberships. The socio-ecological transformation thus poses a risk of further divergence in the realms of labor relations. In sectors characterized by social partnership, collaborative management of the transformation can invigorate the relationship between AGV and trade unions, while conflict-prone sectors will continue to fall behind due to organizational deficiencies and structural overload.
