Eficiencia en la adquisición de alimentos en el sector público colombiano

Abstract

Dada la magnitud y el potencial del mercado de compras públicas de alimentos en Colombia y la tendencia que se ha venido dando en América Latina en relación a la utilización de la contratación como mecanismo para intervenir las entidades públicas y la economía, se hace imperiosa la necesidad de contar con herramientas que permitan medir la gestión de los administradores públicos al respecto. Este documento propone un indicador para la medición de la eficiencia en relación a la compra de alimentos de las entidades públicas, además, analiza si el uso de diferentes formas de contratación influye en sus niveles de eficiencia. También entrega elementos estadísticos razonables para determinar la mejor forma de abastecimiento de alimentos para los proyectos, programas y servicios estatales. La muestra evaluada corresponde a la observación de 139 referencias de alimentos crudos, comprados periódicamente por las entidades entre los anos 2005 y 2009, y utilizados en su mayoría para la prestación de servicios de alimentación y/o su entrega directa a la población con una inversión promedio a 43 302 millones de pesos anuales.******Given the magnitude and the potential of the Public Goods Market for food goods in Colombia, and the tendency that has occurred in Latin America in relation to the utilization of the public contract as a mechanism to intervene in the public entities and economy; it is urgent the necessity to have the tools that permit the evaluation of the administrators of public management. This document proposes an indicator for the evaluation of efficiency in relation to the buying of food goods by Public Entities, analyzing if the use of different forms of public contract influences their levels of efficiency, providing reasonable statistic elements to determine the best form of supplying food goods for state projects, programs, and services. The evaluated sample corresponds to the observation of crude food goods bought periodically by entities between the years 2005 and 2009, and utilized in their majority for providing food services and/or direct provision to the population with and average investment of $22,790,000 dollars annually.
