Abstract

RESUMENEste documento analiza la oportunidad y efectividad del Programa de Generación de Ingresos (PGI), como componente de la Política Pública de Atención al Desplazamiento, para la Asociación de Profesionales y Empresarios Campesinos de Colombia (Asproempresa). Los resultados muestran que ni el PGI ni la Política de Atención han generado los efectos esperados, mientras que Asproempresa ha logrado, mediante lageneración de capital social, consolidar 570 asociados y dar inicio a la estabilización socioeconómica de los mismos.ABSTRACTTHE PROGRAM OF AN OF INCOME GENERATION AND FORCED DISPLACEMENTThis document analyzes the opportunity and efficiency of the Program of Generation of Income - (PGI)-, as component of the Politics of Attention to the Displacement, for the Association of Professionals and Rural Businessmen of Colombia - Asproempresa. The results show that neitherthe PGI nor the Politics of Attention have generated the expected effects, whereas Asproempresa has managed, by means of the generation of social capital, 570 partners consolidated and to start the socioeconomic stabilization of the same ones.RESUMOO PROGRAMA DE GERACAO MONETÁRIA E O DESLOCAMENTO FORCADOEste documento analisa a oportunidade e efetividade do Programa de Geracao de Renda (PGR), como componente da Política Pública de Atencao ao Deslocamento, para a Associacao de Profissionais e Empresários Camponeses da Colombia Asproempresa. Os resultados mostram que nem o PGR nem a Política de Atencao tem gerado os resultados esperados, enquanto que Asproempresa tem conseguido,diante a geracao de capital social, consolidar 570 associados e dar início a estabilizacao sócio-economica dos mesmos.RÉSUMÉLE PROGRAMME DE GÉNÉRATION DES REVENUES ET LES DÉPLACEMENTS FORCÉSCet article examine la pertinence et l´efficacité du programme de génération de revenus - (PGR) - dans le cadre de la politique publique d´attention au déplacement pour l´Association de Professionnelles et Entrepreneurs Paysans de Colombie. Les résultats montrent que ni le PGR, ni la politique d´attention, n´ont pas généré les effets escomptés, tandis qu´Asproempresa a consolidé plus de 570 partenaires, grace a la génération de capital social, ce qui a contribué avec la stabilisation socioéconomique de cette association.
