La contaminación del río Medellín (2006-2011): un mercado político

Abstract

Resumen: Este artículo describe una aproximación al proceso de formación de los costos políticoeconómicos que se generan para el Área Metropolitana del Valle de Aburrá y para la comunidad regulada, a causa de la reglamentación de la tasa retributiva por el uso del agua, en el proceso de negociación de la meta global de reducción de la carga contaminante del quinquenio 2006-2011. Mediante un análisis exploratorio, el escenario se estudió desde una perspectiva inductiva que permitió apreciar la experiencia real de la implementación de una política ambiental en una región determinada. Se encuentra que los costos dan cuenta de la racionalidad del oferente y del alcance de los demandantes en el objetivo de descontaminar el río Medellín.Abstract: This study describes a framework for analyzing the formation of political and economic costs in setting pollution taxes aimed to control the contamination of water bodies, in 2006-2011, for the Área Metropolitana del Valle de Aburrá and its regulated community. Through an exploratory analysis and using an inductive approach, this study examines the actual experience of implementing an environmental policy in a specific region. The results of this study suggest that political and economic costs explain not only the supplier´s logic and reasoning but also the consumer´s level of demands intended to reduce contamination in the Medellín River.
