La reforma tributaria y los incentivos a la inversión

Abstract

Resumen: en la Exposición de Motivos del proyecto de ley de reforma tributaria, el gobierno sostiene que la propuesta de deducción inmediata del 100% de la inversión elimina el impuesto a la inversión implícito en la fórmula actual de depreciación anual ajustada por inflación. Contrario a este planteamiento, la deducción inmediata de la inversión equivale a eliminar el impuesto a la renta proveniente del capital, sin gravar la inversión. Sin embargo, el conjunto de la propuesta de reforma, noelimina los impuestos a las rentas provenientes del capital, por cuanto grava al accionista en una suma igual a la reducción de impuestos de la sociedad. Teóricamente, el sistema propuesto en la reforma en conjunto conduciría al mismo resultado de un sistema que permite la deducción de la depreciación anual con ajustes por inflación, por una vía distinta, pero haciendo más complejo el control de la evasión, lo cual es contrario al objetivo de simplificar el sistema tributario. Una alternativa para simplificar el sistema y gravar las rentas de capital, consiste en permitir la deducción inmediata del valor presente de la depreciación del bien de capital (clasificados según estimaciones de tasas de depreciacióneconómica, de acuerdo con Auerbach y Jorgenson (1980)), sin gravar al accionista.
