La confiabilidad en los sistemas eléctricos competitivos y el modelo colombiano de cargo por confiabilidad

Abstract

El propósito de este artículo es hacer un análisis de la seguridad en el suministro de electricidad en Colombia, considerando el nuevo esquema del Cargo por Confiabilidad, modelo adoptado en Colombia para garantizar las inversiones en generación. Para esto se analiza la diferencia entre escenarios de demanda y de oferta de electricidad. La oferta para las plantas nuevas considera las OEF adquiridas con el cargo; y para las plantas existentes se realizan simulaciones bajo diversos escenarios de ocurrencia del fenómeno de El Nino". La demanda fue tomada de las proyecciones de la UPME. Las simulaciones realizadas muestran una apropiada dimensión del tamano del Cargo por Confiabilidad."
