Regionale Industriecluster als Hoffnungsträger wirtschaftlichen Wachstums

Abstract

Nationale und europäische Wirtschafts- und Regionalpolitiken müssen sich noch intensiver um die Bildung regionaler Wirtschaftscluster kümmern, denn der internationale Standortwettbewerb vollzieht sich schon seit geraumer Zeit nicht mehr nur zwischen einzelnen Ländern und Nationen. Aus den eigenen Untersuchungen und der internationalen Diskussion zur Bildung von Wirtschaftsclustern ergeben sich zusammenfassend zwei Schlussfolgerungen: Erstens: Clusterbildungen folgen häufig traditionellen Mustern und basieren auf branchenspezifischen Voraussetzungen. Neue Clusterbildungen lassen sich daher nicht einfach aus dem Boden stampfen. Erfolgreiche Clusterentwicklungen benötigen längere Zeiträume - mindestens 1 5 bis 20 Jahre. Zweitens: Trotz der Formierung globaler Wertschöpfungsketten bleiben räumliche Nähe und regionale Identität sehr wichtig. Der Vorteil der Cluster besteht eben gerade darin, dass auf relativ engem Raum verschiedene Unternehmen und Institutionen miteinander eng verflochten sind, die alle am Wertschöpfungsprozess direkt oder indirekt beteiligt sind.
