Revisiter l’aide publique au developpement

Abstract

Apres un repli sensible a la fin des annees quatre-vingt-dix, l’aide publique au developpement (APD) a connu un renouveau marque ces dernieres annees. Politique complexe au service d’objectifs multiples, l’APD demeure neanmoins mal comprise, trop souvent associee au gaspillage et a la corruption. La mesure de son efficacite butte a la fois sur le niveau pertinent de mesure et sur la multiplicite de ses mandats. A un moment ou l’aide publique francaise est appelee a faire des choix majeurs, notamment en termes de ressources, cet article plaide pour que l’APD soit repensee autour de trois composantes complementaires. Par-dela et en plus de son mandat fondamental de solidarite a travers la reduction de la pauvrete, l’aide francaise se verrait confier des objectifs d’influence et de contribution a la gestion de la mondialisation. Instrument privilegie de la France dans la mondialisation, l’APD retrouverait ainsi tout son sens politique en repondant aux attentes des Francais.
