Abstract

Die Schwächen der SondervermögenDie im März 2025 beschlossene Einrichtung des Sondervermögens für Infrastruktur und Klimaneutralität sowie die Bereichsausnahme für Verteidigung waren grundsätzlich der richtige Schritt. Deutschland benötigt mehr öffentliche Investitionen in Infrastruktur und Verteidigung, um handlungsfähig zu bleiben. Allerdings offenbaren sich ein Jahr später auch die Schwächen des Vorgehens, die bei einem Investitionssondervermögen zu erwarten waren und teilweise auf Konstruktionsfehler bei der Ausgestaltung der Sondervermögen zurückzuführen sind. Die daraus gewonnenen Erkenntnisse haben Implikationen für eine Reform der Schuldenbremse.
