Abstract

Deutschland steht vor einem Jahrzehnt tiefgreifender Reformnotwendigkeiten, da die Sozialversicherungssysteme angesichts des demografischen Wandels und steigender Ausgabenstrukturen finanziell aus dem Gleichgewicht geraten. Dieser Beitrag skizziert eine mögliche Agenda 2035, die auf nachhaltige Finanzierung, höhere Effizienz und eine Stärkung des Vertrauens in den Sozialstaat abzielt und hierfür Strukturreformen in den Kranken-, Pflege- und Rentenversicherungen in den Blick nimmt. Zentrale Elemente sind gezielte Anreizmechanismen, eine evidenzbasierte Leistungssteuerung sowie – wo erforderlich – höhere Steuerzuschüsse, um den Sozialstaat generationengerecht zu erneuern und zugleich die wirtschaftliche Zukunftsfähigkeit Deutschlands zu sichern.
