Erhöhen Mehrparteienregierungen wie die deutsche Ampel-Koalition die Staatsausgaben und Haushaltsdefizite? – Empirische Evidenz zu Finanzpolitiken von Mehrparteienregierungen in Industrieländern

Abstract

Finanzwissenschaftliche Theorien legen nahe, dass Mehrparteienregierungen wie die Ampel-Koalition mehr ausgeben und höhere Haushaltsdefizite haben als Regierungen mit ein oder zwei Parteien. Diese Studie untersucht anhand neuer Daten von Industrieländern, wie belastbar diese Theorien sind. Wir betrachten Paneldatenmodelle für 22 OECD-Länder im Zeitraum 1995 bis2019 und den Regierungswechsel Ende 2013 in Luxemburg. Die Ergebnisse legen nicht nahe, dass Mehrparteienregierungen im Studienzeitraum einen stärken Anstieg der Staatsausgaben oder höhere Haushaltsdefizite als Regierungen mit ein oder zwei Parteien aufweisen.
