Sozialunion, Migration und die europäische Verfassung

Abstract

In seiner Rede beim 3. Munich Economic Summit am 18. Juni 2004 nahm Prof. Dr. Dr. h.c. Hans-Werner Sinn Stellung zur neuen EU-Freizügigkeitsrichtlinie. Er warnte vor einer Gefahr der Erosion des Sozialstaates, die durch die Freizügigkeit und volle soziale Inklusion entstehen werde. Freizügigkeit, volle soziale Inklusionsrechte und Sozialstaatlichkeit seien drei Ziele, die nicht zusammenpassen, so dass eines dieser Ziele aufgegeben werden müsse. Deshalb solle das Prinzip der selektiv verzögerten Integration in den Sozialstaat bei erwerbstätigen Personen und das Heimatlandprinzip bei solchen, die nicht erwerbstätig sind, angewandt werden. So könne Europa liberal und zugleich sozial bleiben.
