Macroeconomic assessment of rapeseed planting for biodiesel production in Germany

Abstract

Biodiesel has been available on the German market since 1993. The raw material used in production is rapeseed. Like other renewable resources, the initiatives for rapeseed production for biodiesel and for the expansion of this economic sector profit from government assistance. The economic benefit of the rapeseed–biodiesel production chain creates additional tax revenue, both direct and indirect. This must be offset against the reduced tax revenues of €500 million as a result of the non-taxation of biofuels in Germany and in the macroeconomic evaluation of biodiesel. Grouping together the net tax revenues and additional social insurance contributions, the “compensating performance” of the rapeseed-biodiesel production chain is 73% and 83%, respectively, of the reduced tax revenue.
