Ten years of German unification

Abstract

October 3rd marks the anniversary of German unification. After a decade of system transformation, sufficient experience has been acquired to give a retrospective assessment of the decisions made ten years ago. In his comments, the former German foreign minister, Hans-Dietrich Genscher, reconstructs the long and difficult path to German unification. It was, in his opinion, the Ostpolitik of the SPD/FDP coalition and the CSCE process that created the essential prerequisite for overcoming the division of Germany. A critical interim assessment "Ten Years After" is drawn by Prof. Hans Tietmeyer, former president of the German Bundesbank. Problematic from an economic point of view has been especially the transfer of West German social insurance entitlements and labour regulations. But "all in all, there is more light than darkness in east Germany today, even in economic respects". Prof. Christa Luft, deputy head of the PDS parliamentary representatives as well as its spokesperson on budgetary policy, gives a much more critical assessment of the situation in east Germany. "Monetary Union built on false conditions" and the "radical privatisation polices of the Treuhand" are, in her opinion, the main reasons for why a sustainable economic recovery has not occurred in east Germany.
