Technologietransfer in Deutschland - Stand und Reformbedarf

Abstract

Das ifo Institut hat im Auftrag des Bundeswirtschaftsministeriums untersucht, ob das deutsche Technologietransfersystem noch den Anforderungen des Innovationsstandorts Deutschland entspricht. Das Gutachten - das sich teilweise auf Erhebungen des ifo Instituts stützt - ergab, daß die Politik in erster Linie den direkten Technologietranfer fördern sollte. Denn die eigentliche Transferaufgabe, d.h. die Herstellung der Kompatibilität zwischen dem Wissensangebot des Technologiegebers und dem Technologiebedarf des Anwenders, kann weitgehend nur von den Transferpartnern selbst gelöst werden. Die Notwendigkeit einer generellen Grundförderung von Technologiemittlereinrichtungen wird bezweifelt und mehr Eigenverantwortung und Marktorientierung von diesen Institutionen gefordert. Dennoch werden einige Maßnahmen vorgeschlagen, die geeignet erscheinen, die Effizienz der Mittlereinrichtungen zu steigern.
