Investitionsaktivitäten westdeutscher Unternehmen in der ehemaligen DDR

Abstract

Im November/Dezember 1990 und im Januar/Februar 1991 führte das ifo-Institut im Auftrag des Bundeswirtschaftsministeriums eine Sonderbefragung zu den bereits getätigten und den bis 1992 geplanten Investitionen westdeutscher Unternehmen in den neuen Bundesländern durch. Neben den Firmen aus den Standardberichtskreisen des ifo-Investitionstests im verarbeitenden Gewerbe, Baugewerbe und Handel wurden auch Banken und Versicherungen in die Erhebung einbezogen. Trotz der zahlreichen Investitionshemmnisse - am häufigsten wurden Bewertungsfragen, Infrastrukturmängel, Probleme beim Grundstückserwerb sowie die ungeklärte Sanierung von Altanlagen genannt - hat die Industrie bereits 1990 etwa 4,5 Mrd. DM in Ostdeutschland investiert;Investitionen im engeren Sinn (im nutzenden Unternehmen bilanzierte neue Bauten und Anlagen) wurden für ca. 2 Mrd. DM getätigt. Für 1991 sind Investitionen in Höhe von 15 (10) Mrd. DM, für 1992 von 17 (15) Mrd. DM vorgesehen. Handel, Banken und Versicherungen haben der Erhebung zufolge 1990 insgesamt ebenfalls ca. 2 Mrd. DM investiert; 1991 und 1992 sind jeweils Anlagenzugänge von rd. 3 Mrd. DM geplant. Die Meldungen deuten darauf hin, daß die Investitionsaktivitäten in den alten Bundesländern durch das Engagement in der ehem. DDR nicht nennenswert beeinflußt werden.
